Wireless prepaid Internet is definitely faster than dial-up. Before high speed mobile broadband evolved, 1G (first generation wireless Internet technology; ex. CDMA 1xRTT) was arguably on par with dial-up, but now, fortunately, that's no longer the case!
It's rare that you'll find prepaid wireless broadband providers offering older generation technology, but definitely something to look out for. All of the prepaid mobile broadband offers with which I'm familiar offer 2.5 or 3G technology. You'll find that any of these modern mobile broadband technologies will be a great experience for accessing email, Internet, and even Skype video conferencing. The faster the speeds offered, the better the experience will be for video streaming, and live video conferencing.
From personal experience, I have an older high speed broadband card (CDMA EV-DO Rev0), and I find it to be a little slow for Skype. To the contrary, my wife has a newer CDMA EV-DO RevA card, and it words great for Skype! Anyway, I'm not exactly sure what your intended usage is, however, I expect that it will meet your needs, and anything you buy today will be better than dial-up!
In terms of whether wireless prepaid Internet is available in your area, I recommend looking at the available plans (see link below), and narrowing it down to the plan type that meets your needs. Then go to the carrier website (links are included in the comparison table) to see if service is available in your area. Also, note that some providers may not sell their product in your area, however, it will often work where you are at no additional cost. Ideally, of course, is that you can order it online and have it delivered right to you, or go into a store near you to get one. If you're going to be traveling a lot with it, you'll also want to familiarize yourself with any roaming, or out-of-area charges.
